File access to iPad apps was already made better than iTunes with the introduction of the Apple Files App in iOS 11.
iTunes is being split into three apps that have already existed on iOS for some time now. I don't think there will be much of an impact here. This has been coming for a long time now.

And with the newly announced iPadOS, iPads will be supporting external hard drives. No need for a computer for backups and storage. Hopefully the jump to iPadOS is a smooth update.

iTunes isn’t going away as such. They’ve just broken it into different apps.

And The old interface for accessing files on your iOS device lives in the finder in Mac Catalina.
